Abstract
The article discusses that there are no significant differences, as modernization is understood as reforms and improvement of equipment and technologies that advance society along the path of innovation. Initially, “modernization” did not have a semantic content in the part of the formation of any specific business institutions, and state’s achievement of certain social and economic indicators.
