HISTORY OF FORMATION OF THE INSTITUTE OF PUBLIC SERVICE

Abstract

: The author examines the historical period of the formation and further development of the institute of public service through the prism of the experience of foreign countries. Also, the paper presents some factors that influenced the choice of a certain model of the institution of public service by a certain state. In addition, the author analyzes the features of two methods of completing the state apparatus – the "merit system" and the "spoils system".
