Abstract

The state performs its functions through employees, since public service is the activity of the personnel of state bodies with authority to implement the functions of the state[1]. The quality and efficiency of their work helps to ensure certification, as a special procedure for increasing their professionalism and responsibility in relation to the work they perform.
